First question is what is Han? Han is a sort-of made up ethnicity consisting of a melting pot of tribes. Second is the fact that 85% of Taiwanese have Aboriginal genes, so actually they should be marking down "Pacific Islander" and "Taiwanese". It really comes down to what you consider more important for your own ethnicity, if its Taiwanese, mark it down, if Han, then mark that. Ethnicity is always going to be something very difficult to nail down to nice neat buckets; the Nazis tried to do this and look at that mess created.

If one is ethnically Han but from Taiwan, do they still get to put Taiwanese down, given that the question asks for "Race", not "Nationality". Otherwise, it would seem like it's a violation of Title 13 Section 221, subject to a $500 fine (though I doubt the government really cares).
